The Automatic Mutual Recognition scheme (AMR) commenced on 1 July 2021. For the occupation of teaching, the AMR scheme makes it possible for teachers registered in one jurisdiction in Australia (the home jurisdiction) to be able to teach in another Australian jurisdiction (the host jurisdiction), without the need to apply for registration in the host jurisdiction.

The Northern Territory government has granted an exemption for the teaching profession from participating in the AMR scheme. This exemption is currently in place until 30 June 2022.

 

This means that teachers are not able to use the AMR scheme to work as a teacher in the Northern Territory.

 

Information on AMR - for Teachers

You are currently unable to work as a teacher in the Northern Territory under the AMR scheme.

If you work as a teacher under the AMR scheme during the exemption period, this is an offence in accordance with section 73(1) of the Teacher Registration (Northern Territory) Act 2004 and you may be prosecuted.

If you hold current teacher registration with another Australian or New Zealand jurisdiction and you wish to teach in the Northern Territory, you are still required to submit an application using Form B for registration in the Northern Territory, which would be considered in accordance with the Mutual Recognition Principle

Under the provisions of section 73(1) of the Teacher Registration (Northern Territory) Act 2004, it is an offence to teach in a school if you are not registered to teach in the Northern Territory. This includes if you work as a teacher in a school in the Northern Territory under the AMR scheme while an exemption is in place.

If you are a Northern Territory teacher who wishes to teach in another jurisdiction under the AMR scheme, you will need to confirm with the teacher regulatory body of that jurisdiction whether the AMR scheme is in place for teachers in that jurisdiction.

 

Information on AMR - for Employers

You are currently unable to employ a person as a teacher in the Northern Territory under the AMR scheme.

If you employ a person as a teacher under the AMR scheme during the exemption period, this is an offence in accordance with section 72(1) of the Teacher Registration (Northern Territory) Act 2004 and you may be prosecuted.

All teachers in the Northern Territory must hold current teacher registration with the Teacher Registration Board of the Northern Territory, or you must hold an authority to employ an unregistered person, in order for that teacher to teach in Northern Territory schools. If a Northern Territory teacher wishes to teach in another jurisdiction under the AMR scheme, they will need to confirm with the teacher regulatory body of that jurisdiction whether the AMR scheme is in place for teachers in that jurisdiction.
